Free legal aid: who and how
Who qualifies, how to apply, numbers
Under the law many people are entitled to a free advocate, court fees and help with paperwork. DLSA gives it from the District Court campus; at tehsil level there are Taluk Legal Services Committees (Kichha, Kashipur, Khatima, Bazpur, Sitarganj, Jaspur).
Who qualifies
- Members of a Scheduled Caste or Scheduled Tribe
- Victims of human trafficking or begar (forced labour)
- A woman or a child
- A mentally ill or otherwise disabled person
- Victims of a mass disaster, ethnic violence, caste atrocity, flood, drought, earthquake or industrial disaster
- Industrial workmen
- Persons in custody (jail, protective home, psychiatric hospital)
- Ex-servicemen
- Persons from the transgender community
- Senior citizens
- Persons living with HIV/AIDS
- Anyone whose annual income from all sources is below Rs 3,00,000
There is no income limit for the first 11 categories above.
How to apply
- Go to the DLSA front office in the District Court campus, Rudrapur, or call 15100.
- Give an application on plain paper: name, address, what the matter is, and the category you qualify under.
- Bring an identity document and, for an income-based application, proof of income or an affidavit.
- You can also apply online on the NALSA portal.
- If the authority finds the case genuine, a panel advocate is provided free; Tele-Law gives video advice through Common Service Centres.

The Principal Judge, Family Court Udham Singh Nagar sits at Rudrapur; Kashipur and Khatima also have family courts. Divorce, maintenance and custody matters.
District Consumer Disputes Redressal Commission, Udham Singh Nagar
Consumer claims up to Rs 50 lakh are heard by the District Commission. Complaints can also be filed online on e-Jagriti; talk to the National Consumer Helpline 1915 first.
